San Juan County contracts with Skagit County Juvenile Detention Facility for juvenile
detention services. This section has three parts:
(I) Directions to the facility;

VISITATION
Only mom, dad, or your legal guardian may visit you.
Others on a case by case basis may visit if approved by your probation counselor.
All individuals must bring picture I.D. when visiting in Detention.

Purses, tote bags, coats or any item in which contraband (see contraband section
below) could be concealed will not be allowed into Detention. Visitors should leave
all such items at home or in their vehicles. There is no storage space available
for such items in Detention.
No smoking is allowed in County Buildings

CONTRABAND
Detention is a secure facility. Introducing contraband into a Detention facility
is a crime. Contraband means any article or thing which a person confined in Detention
is prohibited from possessing. Detainees are not allowed to receive anything directly
from visitors. Detainees may receive, after security examination by Detention staff,
mail, school work, books and magazines. All other items are prohibited.

PHONE CALLS
Phone calls are limited to parents/guardians, clergy, and attorneys. Phone calls
with parents/guardians are allowed, incoming and outgoing, incoming from 6:00 p.m.
to 7:00 p.m. for detainees at levels III and IV. Detainees at levels I and II do
not have phone call privileges. Exceptions to this policy require specific written
approval by the assigned probation officer. Lengths of phone calls are limited according
to Detention population.

YOU ARE EXPECTED TO READ THIS RULES PACKET UPON YOUR ADMISSION TO DETENTION. QUESTIONS
WILL BE ANSWERED AT THE RULES MEETING OR BY AN INDIVIDUAL APPOINTMENT WITH A JUVENILE
CORRECTIONS OFFICER (DETENTION STAFF). YOUR PRIVILEGES WILL BE DETERMINED BY HOW
WELL YOU FOLLOW THE RULES OUTLINED IN THIS DOCUMENT. THE FIRST RULE IS DO NOT DEFACE,
WRINKLE, TEAR OR DESTROY THIS DOCUMENT.
THE TASK OF A JUVENILE CORRECTIONS OFFICER IS TO MAINTAIN SECURITY IN THE FACILITY,
TAKE CARE OF ALL JUVENILE RESIDENT'S PHYSICAL NEEDS AND TO HELP JUVENILE RESIDENTS
TO BEHAVE IN A MANNER THAT WILL EARN THE RESIDENT THE MOST PRIVILEGES. JUVENILE
CORRECTION OFFICERS WANT TO HELP YOU MAKE YOUR STAY HERE AS PLEASANT AS POSSIBLE
BUT THEY CAN ONLY DO THAT IF YOU ARE COOPERATIVE AND WILLING TO BEHAVE WITHIN THE
RULES.
GENERAL RULES/EXPECTED BEHAVIORS
Relationship with Staff and Others
- Be polite and respectful to all, including staff, other residents, attorneys, law
enforcement officers, visitors, teachers, guest speakers etc.. Polite and respectful
includes: what you say, how you say it and the gestures,facial expressions and eye
contact you use.
- Do not call staff (via intercom or otherwise) without good reason. Good reason is
a legitimate problem or need.
- Do not argue with staff. Do not argue with staff about point score. Arguing with
staff about your point score is an automatic major violation. If you have a complaint
use your grievance procedure.
- Do not use swear words.
- Move directly to and from your room when requested by staff.
- No body contact of any kind. This includes fake fighting, arm wrestling, shadow
boxing, kicking and poking.
- Conversations with others are to be of an appropriate nature and at a volume that
does not disturb others. Inappropriate topics are such things as crimes, drugs,
sex, violence or put downs of others.
- When in your rooms, you may carry on appropriate conversations with persons in rooms
directly next to your room. Yelling down the halls is not allowed.
- Be properly dressed (pants and shirt) at all times unless you are in bed and under
your blankets.
Rules Concerning School/Activities/Programs in Detention:
- Participation and reasonable effort in school activities and programs is required
for an average or maximum score.
Rules Concerning the Facility:
- You are to take care of all items issued to you during your stay in detention. Such
items include: clothing, blankets, sheets, towels, books, cards, toothbrush, comb,
etc.
- Do not scratch on or do damage to walls, doors, beds, toilets, sinks or any other
surface or thing in the facility.
- You are to keep your room neat and clean which includes: no food in the toilet,
no spit wads, no spitting or wiping body fluids about the room.
- Do not stand on the top bunk or on any ledge if your room is so equipped.
- You will be required to sweep and clean your room every morning.
- You will be required to thoroughly clean and scrub your room before your release.
- Staff will conduct room inspections and inventories each shift.. The cleanliness
of your room will significantly effect your night time behavior daily point score.
- ROOM WINNERS, are those who do an exceptional job of cleaning their rooms.
- Criminal charges can be filed for malicious damage done to the Detention Facility.

ROOM PRIVILEGES AND RULES:
- The following items are allowed in your room for your entertainment at any one time:
two books, one Bible or other similar book, one deck of cards.
- You may not communicate with kids in recreation while you are in your room.
- Standard issue of sheets, blankets, pillow and pillow case will remain in your room
unless you create a disturbance that convinces staff that you are a danger to yourself.
In such cases, everything is removed from your room until you settle down and are
no longer a danger to yourself.
- You must keep your door window uncovered at all times. For safety and security reasons
the staff must be able to see you at all times.
- You may carry on appropriate conversations with persons in rooms directly next to
your room.
- Yelling, banging, making loud noises, harassing of others etc. is not allowed.
- If staff cannot determine who is making the noise, the entire facility will be declared
a security risk and locked down. The lock down will continue until the source of
the noise is identified.

VISITORS AND PHONE PRIVILEGES:
- Visitations and phone calls are limited to parents or guardians, clergy and attorneys.
Authorization for visits and phone calls in those three categories does not require
a phone visitation list from the probation officer.
- Exceptions to this rule must be authorized in writing by the probation officer handling
the case. If detention staff does not have written authorization they cannot allow
someone other than those listed in #1 of this section to visit or telephone.
- Hours for visitation are 6:00 to 7:00 Mon., Wed. & Fri. All visitations will
take place in the visitation rooms unless a face to face visit has been arranged
and pre-authorized. Said visit shall result in a search of the juvenile afterward.
Weekend and extra visits require special arrangement and approval by both your probation
officer and the detention staff.
- Phone calls in are from 7:00 - 10:00 p.m. Levels III and IV are eligible for phone
calls. Calls requiring staff assistance may be placed at this time.
- Phone calls may be limited to one completed call per person per day. Length of calls
will be based on time available given the current detention population.
- New admissions to Detention, other than those serving court ordered time, will be
allowed to telephone their attorney and a parent/guardian within one hour of their
admission. If the juvenile is hostile in anyway, detention staff will make said
phone calls for the juvenile. New admissions, other than those serving court ordered
time, will be seen on the next working day by a PO who will approve and facilitate
all additional phone calls.
- All other level I detainees do not have phone or visitation privileges other than
with their attorney.

GENERAL RECREATION ROOM RULES:
- No body contact of any kind with others.
- No swearing.
- No obscene or disrespectful gestures to anyone.
- No unnecessary eye contact, making faces or gestures toward staff, law enforcement
officers, visitors, attorneys, etc.
- No negative talk (drugs, crimes, gangs, sex, violence, put downs or intimidation
of others).
- No sitting on tables or tilting chairs back.
- Respect others "space" and rights.
- Follow all general rules.
- Follow all directions given by staff.

TV RULES:
- Channel selection is by majority rule. If disputes arise, staff will intervene.
Staff will change channel with remote. Volume will be at a level that does not interfere
with other activities.
- TV watching is allowed only during free recreation time.
- Do not interfere with TV equipment or wiring.

RULES ORIENTATION
- Staff will, on a one-to one basis, explain the rules in this packet and answer questions
within 12 hours of admission. A language interpreter will be provided within 48
hours, excluding Saturdays, Sundays and holidays, for those who do not understand
English.
- A daily group rules meeting will be held each day to remind all detainees of the
rules and of behavior expectations. Rules meeting rules are as follows:
- Be seated and be quiet.
- Staff will do all of the talking.
- Questions, including questions about daily scores, will be answered on an individual
basis after the meeting.

MEAL TIME RULES:
- Lunch and Dinner for levels III - IV will be served in the dining area. Level I
- II residents will be served in their rooms.
- To receive meal, line up in front of the visitation room door. One at a time, pick
up tray from the pass through window.
- Sit at an available table or as individually assigned.
- No talking between tables.
- No exchanging of food products.
- Remember the rule concerning appropriate topics of conversation.
- Return food tray to the pass through window when finished. Then return to your table.

TRANSFERS/GOING TO AND FROM YOUR ROOM:
- When transferring from your room to the school or recreation room, exit your room
when instructed by detention staff and go directly to the assigned destination.
- When transferring from the school or recreation room to your room, line-up as instructed
by detention staff. Return to your room directly and without hesitation when instructed
by detention staff.
- While in line waiting to transfer, stand-up straight (no leaning against the wall),
be prepared to transfer when it is your turn and no talking.
- In order to receive a 3 your transfers must be perfect.
- Make sure you get a drink of water and go to the bathroom just prior to leaving
your room for the next activity. If you have to return to your room for either a
drink of water or to go to the bathroom you will have to stay there until the next
scheduled transfer. Thus, you could lose points due to lack of participation. If
you have a valid medical reason for a need to use the bathroom more often advise
Detention Staff so that special arrangements can be made.
- Only two detainees at one time may pass through the sally leading from the rec room
to the dining room.
- When staff give the "lock down" order move directly to your room and wait quietly
in front of the door until it is opened. Remember when staff give this order it
is very important for you to follow all directions or this may result in receiving
a security risk.
- No talking during transfers.
- Do not cross the black and yellow line without permission.
- Transfer time is not the time to go to the pass through and make requests of the
staff.

DETENTION POINT AND LEVEL SYSTEM
Your privileges and out of room time during your stay in Detention will be determined
by your behavior. The better your behavior, the more points you earn, the higher
your level, the more recreation and out of room time you will be allowed. You will
be graded, or awarded points, each day in the following areas: (SEE RULE #3 IN THE
GENERAL RULES CONCERNING ARGUING WITH STAFF ABOUT POINTS AWARDED)

Daily points are tallied each day at 11:30 pm. You will be advised of your daily
point average score the next day. Staff arrives at this score by adding all of your
daily scores together and then dividing the total points by the number of sessions
in which you were able to participate. Thus, you will not be penalized for such
things as going to Court and thereby missing the morning school session or because
your PO or attorney talked to you all afternoon and you missed the afternoon school
session.
Your daily point score will determine how rapidly you rise through the Detention
level system. There are four levels and privileges increase the higher the level.
You must serve at least 24 hours at each level you achieve. Once you reach level
IV you can remain there until the end of your stay if you earn enough points. Everyone
starts at level I.
An average daily point score of 2.6 - 3.0 will advance your level two levels or
will maintain you at level IV. Level IV residents will be allowed to have popcorn
or other snack during the "Level IV Only" evening recreation time.
An average daily score of 2.0 - 2.5 will advance your level one level at a time
to level III.
A 2.0 to 2.5 score will not raise your level to level IV nor will it maintain your
level at level IV.
An average daily score of 1.4 - 1.9 will reduce your level one level or will maintain
you at level I.
An average daily score of 1.3 or below will reduce your level two levels if you
are level III or IV, will reduce a level II to a level I and will maintain a level
I at level I.
Any regular pattern of daily scores below 2.0 may result in your being placed on
the alternative level system. The alternative level system allows you to work your
way up the level system but requires 48 hours at each level.
Any regular pattern of minor violations can result in your being placed on the Security
Risk Level System. The security risk level system allows you to rise through the
level system but requires a written request by you and approval of the Detention
Supervisor for each level of advancement.
First time major violations will result in immediate reduction in level to level
I. Subsequent (2nd, 3d, 4th etc.) major violations will result in immediate reduction
to level I and could result in alternative or security level status.
Security Risk violations will result in immediate assignment to Security Risk status.
When privileges are restored, the Detention Supervisor may place the resident on
the Security Risk Level System. (See Security Risk section of this document.)
An overview of the privileges allowed at each level is as follows:
Level I: Allows for one hour of out of room time per day. Everyone admitted to detention
will spend at least their first 24 hours at level I. The one hour out of room time
will be allowed as long as the resident is not intoxicated or under the influence
of drugs and is not hostile or disruptive in any way. In order to qualify for out
of room time a level I resident must have served at least eight hours and must have
earned a 2 or a 3 for the 8 hour period prior to the out of room privilege. Phone
calls and visitations are allowed only under certain conditions (see visitation
and phone call rules section for specific conditions).
Level II: Allows for school and 2.25 hours of recreation/program time. On Sundays,
Mondays and holidays level II allows 2.25 hours of recreation/program out of room
time. Level IIs are also eligible for room winner out-or-room time.
Level III: Allows for school, out of room meals plus 3.25 hours of recreation/program
time. On Sundays, Mondays and holidays level III allows for 4.25 hours of recreation/program
out of room time. Level IIIs are eligible for room winner out of room time.
Level IV: Allow for school, out of room meals plus 6 hours of recreation/program
time. On Sundays, Mondays and holidays level IV allows for 7.75 hours of recreation/program
out of room time. Level IVs are eligible for room winner out of room time.
In Room privileges at all levels consist of 2 books, playing cards and puzzles.
A religious text such as the Bible is allowed in addition to the 2 books.
Earning an Above Average Score
- Follows all rules with no reminders or warnings and;
- Makes an extra effort to be polite to detention staff and;
- Makes an extra effort to get along with other residents and;
- Displays a positive attitude and;
- Makes an extra effort to perform above average work, given your abilities, in school
and other activities.
- Is a room winner and;
- Makes above average transfers.
- Requires no extra attention from Detention Staff.
Earning an Average Score
An average score can be earned by following all rules with a minimum of reminder,
prompting or warning. Average Expected Behaviors for Each Shift are as Follows:
Day Time Expected Behaviors (8:00 a.m. - 4:00 p.m.)
- Follows all general rules.
- Is out of bed and dressed as required by the schedule and by staff.
- Showers as scheduled and completes other personal hygiene tasks as required (comb
hair, brush teeth, wash face etc.)
- Performs room chores adequately and promptly with an acceptable attitude.
- Attends and participates adequately in morning school or activity.
- Receives and returns lunch tray without incident (do not smear left over food all
over the tray).
- Attends and participates adequately in afternoon school or activity.
- Attends and participates adequately in afternoon recreation or activity.
- Makes adequate transfers.
Evening Expected Behavior: (4:00 p.m. - 12:00 a.m.)
- Follows all general rules.
- Attends and participates adequately in rule reminder and evening agenda session,
if eligible.
- Takes and returns dinner tray without incident (do not smear left over food all
over the tray).
- Attends and participates adequately in evening recreation and programs, if eligible.
- Returns to room promptly at the end of evening recreation.
- Maintains a good attitude and behavior (note general rule concerning conversations
with neighbors).
- Is quiet and allow others to sleep after lights out.
- Entertains self quietly (reading, cards, puzzles etc.) if ineligible for evening
recreation.
- Makes adequate transfers.
Night Time Expected Behavior: (12:00 a.m. - 8:00 a.m.)
- Follows all general rules.
- Makes bed and is dressed by 6:00 a.m.
- Takes and returns breakfast tray without incident (do not smear left over food all
over the tray).
- Performs room chores adequately and promptly with a good attitude.
- Makes adequate transfers.
School Expected Behavior:
The school teacher will advise you of school expectations. The school teacher will
award you points based on attitude, behavior and work performance.
YOU WILL RECEIVE AT LEAST AN AVERAGE SCORE IF YOU FOLLOW THE ABOVE EXPECTED BEHAVIORS
AND WOULD QUALIFY FOR STANDARD RECREATION. SEE EARNING AN ABOVE AVERAGE SCORE IF
YOU WANT TO EARN HONOR RECREATION OR EARNING A BELOW AVERAGE SCORE CONCERNING MINIMUM
RECREATION.
Earning a Below Average Score
- Reluctantly follows the rules and/or needs more than a minimum of reminders during
the course of the shift.
- Violates a minor rule or two but corrects behavior after warning and makes an effort
to improve overall behavior after warning or reminder.
- Follows rules but has a demanding or surly or complaining attitude or demeanor.
- Follows rules but participates to the minimum in school and other activities.
- Any other situations, based on the printed rules, in which the detention staff cannot
award an average grade but the situation did not warrant a major or minor violation.
- Makes a below average transfer.

MINOR RULE VIOLATIONS
Generally, a minor violation is one that does not threaten the security of the facility
or the safety of others. It is, however, a clear rule violation with little if any
attempt to correct the behavior. Minor violations are included in the daily point
score. It is possible to earn at least a 2.0 daily average point score in spite
of a minor rule violation. Thus, it is worth the effort to correct your behavior.
A MINOR VIOLATION WILL, HOWEVER, RESULT IN THE LOSS OF ONE HALF HOUR OF WHATEVER
RECREATION YOU EARN FOR THAT DAY OR THE LOSS OF THE NEXT LUNCH OR DINNER OUT OF
ROOM MEAL PRIVILEGE WHICH EVER COMES FIRST.
Minor Rule Violations Include but are not limited to:
- Requires constant reminders and prodding before complying with a rule or rules.
- Violates a minor rule and does not correct his/her behavior (such as sitting on
the table, going back to bed after room cleaning).
- Constant arguing with detention staff in spite of repeated warnings (arguing with
detention staff about point score is an automatic MAJOR violation).
- Disruptive behavior such as inappropriate topics of conversation (drugs, crimes,
sex, etc.), loud conversations, or other aggravating behaviors that do not, in the
judgment of staff, rise to the level of major violations.
- Makes consistently poor transfers.

TIME OUT
To try to avoid minor or major violations the detention staff is empowered to declare
a time out on any resident that appears to be on the verge of a minor or major violation.
Time out means 15 minutes or less in your room to gain control of your behavior.
There is absolutely no penalty for a time out and a 3 can still be earned in spite
of a time out. Staff can declare time outs. Residents may not declare time outs.
If it appears that a resident is manipulating the time out system to avoid certain
school work or programs a minor or major violation can be imposed.

MAJOR RULE VIOLATIONS
Major Violations Include but are Not Limited To:
- Generally a major violation is one of open defiance of the rules and or staff.
- Consistent disruptive behavior such as consistent use of foul language, yelling,
pounding, excessive talking or arguing in spite of staff warnings and reminders
(Arguing with staff concerning your point scores is an automatic major violation
and does not require a warning).
- Fighting or aggressive body contact, like pushing or shoving.
- Damage to chairs, books, school material, clothes, or other detention property.
- Defiance, angry behavior or outright refusal to follow rules and instructions.
- Any resident who obtains or attempts to obtain contraband that is not a threat to
the safety and security of the facility (food, magazines, gum etc.).
- Failure or refusal to follow transfer rules and procedures.

SECURITY RISK
If it is determined that a child is dangerous to others or a security risk to the
facility, he/she will lose all privileges and will be confined to his/her room for
a minimum of 48 hours. Privileges could be suspended for the duration of stay. The
Detention Supervisor will make the decision concerning restoration of privileges
or partial privileges on all security risk cases. While on security risk out of
room time will consist of one half hour period in the morning and one half hour
period in the evening. Out of room time will be at times when all other juveniles
are in their rooms. If privileges are to be restored the resident will earn said
privileges through the security risk level system.
Security Risk Defined but Not Limited To:
- A security risk violation is one that threatens the security of the facility or
the safety of others.
- Any assault or threatened assault of another person.
- Open defiance of staff that threatens the safety of the staff or the security of
the facility. (Like refusing to return to your room when directed to do so.)
- Any resident who obtains or attempts to obtain contraband that is a threat to the
safety of persons or the security of the facility (drugs, weapons, cigarettes, matches).
- Any resident who attempts escape or discusses escape with others.
- Any resident who does substantial damage to the facility or property within the
facility.
- Any resident who makes threats to other residents or to staff.

GRIEVANCE (COMPLAINT) PROCEDURE:
If you think you are being treated unfairly or have a complaint concerning a staff
member, use your grievance procedure. Request to see the next Shift Supervisor.
The next Shift Supervisor will explain the procedure to you and will help you fill
out a written complaint. You will not be marked down or punished for filing a grievance.
Your grievance will be forwarded to the Detention Supervisor for review and response.
