Meetings. The Eastsound Planning and Review Committee (EPRC) has scheduled its meeting on the third Thursday of each month for the Eastsound Subarea Plan update through the end of 2002. EPRC meets at the Smuggler's Villa Resort in Eastsound at 1:00 p.m. Through these meetings, the Planning Department will work with the EPRC to prepare recommended changes to the Subarea Plan for consideration by the Board of County Commissioners (BOCC). Prior to action by the BOCC, the proposed amendments will be presented for public discussion at community meetings in Eastsound.

The purpose of the update is to evaluate and modify as appropriate the plan's goals, policies and land use plan (which was last substantially modified in 1989), improve the development review process, and bring the subarea plan into better consistency with recent amendments to the Comprehensive Plan and Unified Development Code for ease of administration.

Recent Actions:

San Juan County has completed a UGA planning program for the Eastsound Urban Growth Area (UGA) to respond to boundary, density and capital facilities planning issues raised in the Growth Management Hearings Board order of May 2001. On May 3, 2002, the BOCC adopted changes to the urban growth area boundaries, permitted land uses and intensity of development, and permitted residential densities within the boundaries of the Eastsound Subarea Plan. The amendments included regulations establishing the airport overlay district for Orcas Island (Eastsound) Airport, with aircraft safety zones and FAA zones and restrictions on development within these zones.
