DESIGNATED FOREST LAND

MANAGEMENT PLAN REQUIREMENTS

As a condition of approval of Designated Forest Land, as an application or for continuance, the owner will be required to submit a forest management plan prepared by or with the assistance of a trained forester or any other person with adequate knowledge of timber management practices. Such plan will indicate the work to be done in managing the land for maximum timber production and will include but not be limited to the following:

  1. Prepared by or with the assistance of a trained forester or any other person with adequate knowledge of timber management practices.
  2. Parcel identification numbers and brief legal descriptions.
  3. Land Use History of the Site.
    1. Description of Past Use.
  4. Owners Goals and Objectives for the property.
    1. Purpose of the plan.
    2. Primarily devoted to and used for growing and harvesting commercial timber.
    3. Address, define and identify any conservation measures and protection of valuable resources.
  5. Location and Access.
    1. Site map and aerial photo with specific directions to the site.
  6. Land Form.
    1. Soil descriptions including soil maps and topographical maps.
  7. Forest Types and Stand Descriptions.
    1. Site map.
    2. Aerial and digital photos.
    3. Description of existing timber stands including map of stands in relation to entire parcel, species of stands, size of stands defined in acres and in volume (if available), age of stands and health of stands. Include location of existing or proposed buildings.
    4. Stands must meet minimum stocking levels of:
      1. A minimum of 190 vigorous, undamaged, well-distributed  seedlings per acre of commercial tree species (WAC 222-34-010(iv)) or
        A minimum of 100 vigorous, undamaged, well distributed advanced regeneration, saplings or merchantable trees per acre of a commercial species or a combination thereof (WAC 222-34-010(v)). If the timber has been harvested, the land does not have to meet these standards at the time of application, but within three years (WAC 458-30-232(2)(f) and RCW 84.33.035(21)(f)).
  8. Forest Management Recommendations, Action Plan and Timelines.
    1. Description, methods and timing of thinning and harvesting, including recommended stocking levels after pre-commercial and commercial thinning.
    2. Description, methods and timing of brush abatement and fire control measures.
    3. Description, methods and timing of insect, disease and weed control.
  9. Land owners thirty year action plan.
    1. Plans for harvesting and how it will be implemented.
    2. Plans for re-seeding and how it will be implemented.
    3. Plans for thinning and how it will be implemented.
    4. Plans for construction of access roads for management and fire protection.
    5. Plans for carrying out other forest management practices so as to insure maximum production from the timberland.
  10. Action plan timetable for implementation of the thirty year action plan in five year increments.
    1. Years 15-30 will be written with generalities, assumptions and flexibility because of the uncertainty of dealing with natural systems over long time periods. The dates and the activities will all be estimates and will be treated as such.

    1. Signature of forester (preparer) and date.
    2. Statement that landowner(s) agree to maintain complete records of forestry related activities, including Forest Practices Permits, Forest Excise Tax Receipts, receipts for seedlings, planting and thinning for presentation to the assessor upon request.
    3. Signature of all landowners signifying that they will implement the plan to the best of their abilities and date.

The Forest Management Plan shall contain all of the above requirements assembled in a single document and submitted to the Assessor’s Office. The Forest Management Plan shall become a binding part of the application or continuance. Neglect to reasonably implement the management plan shall be considered failure to meet the conditions of approval of Designated Forest Land application or continuance (of either Designated Forest Land or Current Use Timber Land) and may cause removal of the land from designation and issuance of compensating taxes.
