DISCUSSION: 2022 Budget Third Amendment – Molly Foote Ph.D Budget Analyst
The third and final amendment for the 2022 Budget includes requests for appropriation adjustments for County Current Expense, County Current Grants, Environmental Stewardship, Emergency Communication, Capital Improvement Fund, Solid Waste Fund, Equipment Rental and Revolving, and Facilities Funds. In total, these changes would increase appropriations by about $700,000. The second discussion for this budget amendment is scheduled for November 8, 2022. Request for a Public Hearing to be scheduled on December 6, 2022 for ordinance adoption. Council voted to set a hearing on November 29, 2022 to on the 2022 budget third amendment.
DISCUSSION: 2023 Budget Mid-biennial Review; Schedule Public Hearing for Tuesday, November 29 (1st touch) - Molly Foote Ph.D., Budget Analyst
This was a mid-biennial review of the 2023 budget which included increases in appropriations for personnel wages and benefits, insurance allocations, and IT service allocations. The second discussion is set for November 8, 2022. Molly Foote requested a public hearing to be scheduled on December 6, 2022 for ordinance adoption. Council voted to set a public hearing on the 2023 budget mid-biennial review for Tuesday, November 29, 2022.
DISCUSSION/ACTION: Resolution Approving the 2023 Capital Improvement Plan and the 2023-2028 Six-Year Capital Improvement Plan; Schedule Public Hearing for Tuesday, November 29 (1st touch) – Natasha Warmenhoven, Chief Deputy Auditor
County Council reviewed the 2022 Capital Committee recommendations, reviewed the 2023 Amended Capital Improvement Plan, and the 2023-2028 Six-Year Capital Improvement Plan. Natasha requested a public hearing for November 29, 2022. Council voted to set a hearing to discuss the 2023 Capital Improvement Plan and the 2023-2028 six year Capital Improvement Plan for November 29, 2022.
DISCUSSION/ACTION: An Ordinance Cancelling Prior Years Unclaimed Accounts Payable and Payroll Warrants; Schedule Public Hearing for Tuesday, November 29 at 09:15 (1st touch) – Michelle Novak, Payroll Deputy
Michelle Novak explained that the County has met due diligence under RCW: 6329170 to contact owners of unclaimed warrants in the form of letters addressed to each owner that meets the required threshold of $75 or more.
The ordinance to cancel prior years unclaimed accounts payable and payroll warrants will cancel 13 accounts payable warrants totaling $9,316.31 and four payroll warrants 198.90 all issued between June 2020 and July 1, 2021. Council voted to consider an ordinance cancelling prior years unclaimed accounts payable and payroll warrants and scheduled a public hearing for November 29, 2022.
Noxious Weed Program Assessment Increase; Schedule Public Hearing for Tuesday, November 8 (2nd touch) – Brook Brouwer, PhD, County Extension Director
County Council had the opportunity to ask questions about the Noxious Weed Program Assessment Increase.
In order to provide support for increased staffing and operations costs to meet the growing demand for noxious weed control services from the residents of San Juan County, the San Juan County Noxious Weed Control Board recommends increasing the Noxious Weed Control Board assessment rates to: $9.25 per parcel and $1.85 per acre Non-Forest Land and $0.925 per parcel and $0.185 per acre Forest Land.
The San Juan County Noxious Weed Control Board last received an increase in 2009 (Ordinance No. 1-2009, “An Ordinance Amending San Juan County Code Chapter 2.42 To Increase The Noxious Weed Assessment”), which established the current assessment rate: $6.25 per parcel and $0.625 per acre Non-Forest Land and $0.625 per parcel and $0.0625 per acre Forest Land (as defined by RCW 84.33 and RCW 84.34) This proposed increase was voted on and passed during the Noxious Weed Board regular meeting Friday October 7th, 2022.
County Council did not ask further questions and Brook will return for further discussion on Nov. 8.

Council voted to schedule a public hearing to discuss setting the property tax levy for current expenses for 2023 for November 29, 2022.
DISCUSSION/ACTION: Approve REET 2 Public Works Allocations – Colin Huntemer, Director Public Works
Colin Huntemer explained that, thanks to Christine Coray’s excellent stewardship and involvement at the state level, San Juan County received an award of nearly $2.6 million to offset almost all of the non-federal expenses associated with the Prune Alley project. This allowed the Public Works department to save Road Funds and REET 2 funds that could be used elsewhere. Colin requested to use this savings to offset other annual construction program projects such as culvert projects on all islands, road realignment projects, and Orcas Landing improvement projects. The council voted to reauthorize the expenditure of REET 2 funds allocated in the 2022 Public Works budget to now include all REET 2 eligible projects listed in the 2022 Annual Construction Program.
ACTION: Schedule Public Hearing for Community Development Block Grant Close-Out for November 8, 2022 at 9:15 – Ryan Page, Housing Program Coordinator
The Council was asked to schedule a Public Hearing for the close out of our CDBG-CV project. This project used CDBG funds to provide assistance payments for rent and utility arrears during the COVID-19pandemic and a public hearing is a requirement of the grant closeout process. Council voted to schedule a public hearing to discuss community development block grant close-outs for November 8, 2022.
ACTION: Approve Contract with the Town of Friday Harbor for Law Enforcement Services – Grant Carlton, Management Analyst
Council reviewed and signed the Second Amended Interlocal Agreement For Law Enforcement Services and Assistance between San Juan County and the Town of Friday Harbor (Town).
The Town and County entered into an Interlocal Agreement for Law Enforcement Services and Assistance in April of 2018 (see attached Agreement No. 18SH.003), which covered the period from February 1, 2018 through January 31, 2020 and included an option to extend the agreement. Pursuant to the contract, the County Sheriff's Department agreed to provide a level of service consistent with three full-time law enforcement officers for the purposes of law enforcement, jail, and emergency police services.
When that initial agreement's term expired, the parties exercised their option to extend and entered into an amended interlocal agreement (see attached Agreement No. 18SH.003A), which extended the original agreement until January 31, 2022 and included the option to extend the agreement once again. The Town and County now desire to extend the interlocal agreement through January 31, 2025 and incorporate an updated fee schedule that reflects the County’s current.
Council voted to approve and execute the Second Amended Interlocal Agreement For Law Enforcement Services and Assistance between San Juan County and the Town of Friday Harbor.
