San Juan County Department of Community Development (DCD) will hold a lottery for ADU conversion permits, open to the public, on March 8, 2017, at 11:30 am, at the front counter in the DCD office at 135 Rhone St, Friday Harbor, WA. Results will also be available immediately following at: https://www.random.org/draws/records/.
Because only eight newly constructed ADUs and two conversions of existing accessory structures into an ADU are allowed in 2017, an ADU lottery is necessary for ADU conversion permits only. DCD received a total of 13 ADU eligibility applications. Nine applications were submitted for new construction. One of these was ineligible due to parcel size. Four applications were submitted for the conversion of an existing accessory structure into an ADU.
Winners of the ADU conversion lottery will be notified. Applicants for new ADUs and winners of the conversion lottery must submit their complete building permit application to DCD no later than 4:30 PM PT, July 17, 2017. Building permit applications are available online at www.sanjuanco.com and must meet the requirements and criteria of San Juan County Code (SJCC) including SJCC 18.40.240 and Ordinance 51-2008. If an ADU permit holder fails to submit a complete and timely building application, that applicant’s ADU permit shall be deemed null and void. The next applicant on the appropriate waitlist will be notified by DCD that they are eligible to submit a complete building application either within 150 days of the eligibility application or by the last business day of the year.
Any ADU eligibility applications received after the lottery will be added to the appropriate waitlist.
