Draft Land Capacity Analysis Report Available for Review


The first draft of the Land Capacity Analysis Report is now available for public comment.  The public comment period goes through October 25, 2019.  Please review the report here:


The WA State Growth Management Act (GMA) requires counties with urban growth areas (UGA) to conduct a land capacity analysis (LCA) during their comprehensive plan periodic update.  The LCA is a study of existing development and current regulations to determine if UGAs have enough capacity for development to serve the projected population.  Capacity is expressed as potential dwelling units (residential) and possible building square footage (commercial/industrial).  GMA only requires the County to conduct a LCA for established UGAs.  San Juan County has elected to conduct the LCA countywide.

The LCA methodology and the Gross Developable Lands Inventory (GDLI), the first major LCA task, were made available for public review and comment.  The first draft of the GDLI was made available for public comment during June 2019.  Public comments received were incorporated into the draft GDLI and the remaining LCA tasks discussed in the attached report.  All previous LCA documents and staff reports are posted on the Comprehensive Plan update project site:

The Land Capacity Analysis Report is the first draft of this document for public review.  The report sections summarizing recent development trends (Section C) and the conclusions on page 64 will require additional staff review and analysis to be included with the next draft, expected in October or November 2019. 

How to Comment 

Public comments are requested on the September 6, 2019, draft LCA Report and LCA Methodology.  After reviewing this report, the public is invited to provide comments with reference to the page and line numbers from the report to subject line: RE: Land Capacity Analysis.    Please submit comments by October 25, 2019.
